At the factory gate it is not the technology that decides but the law. Staff checks are subject to co-determination and need a works agreement. Within that framework, metal detectors measurably reduce shrinkage. Customer exits remain off limits.

In warehouses and logistics centres, exit screening protects the stock of goods. Before the first detector is in place, however, the legal question has to be settled, because checks on staff interfere with personal rights.

What applies legally

Gate and exit checks of employees concern conduct within the operation and are subject to co-determination under section 87(1) no. 1 of the Works Constitution Act (BetrVG). The basis is a works agreement with the works council, plus a sound legal basis under the GDPR. The Federal Labour Court (Bundesarbeitsgericht) requires proportionality. In a leading case, checks on around 30 days a year, where a random generator selected the people to be checked, were enough. Full checks of all employees are therefore neither necessary nor permitted, and physical coercion is not permitted in any case. At customer exits in retail, people detectors are practically ruled out in Germany for reasons of personal rights. We install exclusively at staff exits.

Check at the exit and at the entrance

At the exit, at the end of a shift or during breaks, the spot check prevents goods from leaving the warehouse unnoticed. At the entrance, the bringing in of unwanted items such as mobile phones or weapons can be prevented, for instance in sensitive production or picking areas.

At the staff exit, both directions can be handled differently with a single device. With its Ambiscan technology, the Garrett Paragon runs two sensitivity profiles at the same time, one for the way into the operation and one for the way out. So the same device watches for unwanted items on entry and for carried material on exit, without two separate lanes being needed. The scope and selection of the check remain bound to the works agreement and the spot-check principle.

Placing and setting up several devices

With high staff volumes, 10 to 12 detectors often stand side by side. So that they do not interfere with each other, the frequency tuning matters. The Garrett PD 6500i offers 2,300 adjustable frequencies for this and can be operated side by side without interference from just a few centimetres apart.

Other sources of interference such as Wi-Fi, cameras, fire detectors, radios, screens, generators or conveyor belts belong in the site planning, as do concealed cables from switchgear or power boxes.

Staff and process

Trained staff keep the process flowing and at the same time observe the limits of the works agreement. We instruct your employees on the devices and set up the access points so that anomalies are quickly spotted.

The maths at the factory gate

If 2,700 employees leave the centre in a half-hour shift change, the exit screening has to handle around 5,400 people per hour. At about 900 people per lane and hour, that gives six walk-through detectors side by side, frequency-tuned against mutual interference.

Six devices in a tight space only work if their frequencies are cleanly tuned against each other, otherwise they interfere with each other. So the whole check fits into the width a factory gate actually allows.
